第五十六条 网络安全事件发生的风险增大时，省级以上人民政府有关部门应当按照规定的权限和程序，并根据网络安全风险的特点和可能造成的危害，采取下列措施： （一）要求有关部门、机构和人员及时收集、报告有关信息，加强对网络安全风险的监测； （二）组织有关部门、机构和专业人员，对网络安全风险信息进行分析评估，预测事件发生的可能性、影响范围和危害程度； （三）向社会发布网络安全风险预警，发布避免、减轻危害的措施。
English Translation
When the risk of cybersecurity incidents increases, relevant departments of people's governments at or above the provincial level shall, in accordance with prescribed authority and procedures and according to the characteristics of cybersecurity risks and the harm they may cause, take the following measures: (1) require relevant departments, institutions, and personnel to collect and report relevant information in a timely manner and strengthen monitoring of cybersecurity risks; (2) organize relevant departments, institutions, and professionals to analyze and assess cybersecurity risk information and predict the possibility, scope of impact, and degree of harm of incidents; and (3) issue cybersecurity risk warnings to society and publish measures to avoid or mitigate harm.
