第七十一条 违反本法规定，构成违反治安管理行为的，依法给予治安管理处罚；构成犯罪的，依法追究刑事责任。
English Translation
Where violation of this Law constitutes a violation of public security administration, public security administration punishment shall be imposed in accordance with law. Where it constitutes a crime, criminal liability shall be pursued in accordance with law.
