Beijing's current framework expands the former FTZ-only model to a citywide services-opening pilot and combines nine sector lists with a simplified filing and risk-supervision system.

办理与判断路径

Confirm that the applicant and activity fall within the Beijing Two Zones scope.
Map the transfer to the applicable official sector, scenario and data item.
Submit the application form, undertaking and supporting identity or authorization materials through the official service platform.
Use the district review result to determine the applicable export route.
Update the filing when the export situation changes and retain supervision records.
