How to use the framework
- Confirm that the applicant and activity fall within the Beijing Two Zones scope.
- Map the transfer to the applicable official sector, scenario and data item.
- Submit the application form, undertaking and supporting identity or authorization materials through the official service platform.
- Use the district review result to determine the applicable export route.
- Update the filing when the export situation changes and retain supervision records.
Relationship with national routes
Data outside a published local list may benefit from the regional facilitation mechanism only within the document's scope. Data inside the list is routed to the applicable national mechanism, which may include security assessment, a personal-information export standard contract or certification. Sectoral, important-data and other special controls continue to apply.

What changed from the 2024 edition
Geographic scope
The 2024 framework applied to the Beijing Pilot Free Trade Zone.
The current framework extends to the citywide services-opening demonstration zone.
