第七十三条 违反本法规定，但具有《中华人民共和国行政处罚法》规定的从轻、减轻或者不予处罚情形的，依照其规定从轻、减轻或者不予处罚。
English Translation
Where a violation of this Law has circumstances for lighter, mitigated, or no punishment under the Administrative Penalty Law of the People's Republic of China, those provisions shall apply, and punishment shall be given lightly, mitigated, or not imposed.
